If you have read Bill Cooper's "Behold A Pale Horse", he said that governments deliberately created the welfare state to get voters beholden to the state for their social security benefits. To pay for such largesse, governments borrow from the future by selling bonds. There comes a time when the burden of debt becomes so great, the governments start a war which destroys the creditors. The cycle then starts again

The banks are about to fail. People's life savings will evaporate when that happens. The governments badly need a new world war.
